The International Humanitarian Law regulation of state support to participants in armed conflict

This project will assess the existence and contents of International Humanitarian Law norms regulating state support to actors who may themselves breach IHL in the conduct of hostilities. Such norms could provide an important supplement to the more sovereignty-oriented ones which have traditionally provided the main regulatory mechanism for support in international law, obliging states to take into account humanitarian impact in reaching relevant policy decisions.
